At a beach or river, a variable speed-limit sign shows 60, and 30 with pedestrian symbols. Which interpretation is correct?
On the section controlled by this particular variable sign, the limit is 30 km/h with pedestrians present and 60 km/h without them.

Choose the limit according to the signed condition, then slow further for surface, visibility or people. These are not universal beach or river limits or an arbitrary choice between 30 and 60.
